Chapter 131: Each Place Has Its Own Rules
Late at night, around 11 PM, Captain Niu, Yu Jinhang and others arrived in Dragon City and were picked up by a local Security Bureau major.
After entering the urban area, this local Security Bureau major immediately arranged a welcome dinner, even calling female colleagues from the bureau to accompany them and serving alcohol.
Captain Niu wanted to decline but, considering he needed help from the local department, he had to force himself to drink with them until early morning.
After a night of drinking, it was around 9 AM the next day.
Captain Niu washed his face with cold water in the reception hotel and immediately took his team members to Dragon City Security Bureau headquarters to find the major from last night.
The two sides sat in the work area, and the major smiled and said: "At noon our Intelligence Branch One director is coming to treat everyone to drinks."
Captain Niu frowned and immediately waved his hand saying: "We really can't drink anymore. We're here on official business and must solve the problem quickly, otherwise I can't complete my duties."
"Oh come on, one more day won't make a difference. We're also contacting people from customs," the major said with a light smile. "Let's gather at noon first. You officials coming from afar all carry imperial authority - we must fulfill our duties as hosts."
Captain Niu refused again: "Really can't drink anymore. Let's quickly contact the inside sources and clarify the situation."
The political environments of Zone One and Dragon City were completely different, and their working styles also had major differences. Dragon City emphasized circles and relationships - once relationships were handled well, problems weren't problems. But in Captain Niu's eyes, Dragon City's staff were at most colleagues - they simply had work relationships.
This difference in mindset was related to their growing environments, and one couldn't say who was right or wrong.
Seeing Captain Niu so insistent, the major stopped mentioning lunch and immediately got to the point: "Before you came yesterday, we had already started working. If you want to handle a case at the port, we need to find the people in charge of customs."
"People inside customs?" Captain Niu asked with furrowed brows.
"Not inside customs, but our own people from our unit," the major replied with a smile. "He's responsible for the port district."
"Your department doesn't have port information? No internal intelligence personnel?" Captain Niu was somewhat shocked.
"No, we divide into districts here - one radish one hole, everyone's responsible for their own territory," the major replied with his hands in his sleeves. "The port isn't our department's responsibility. If I put inside sources there, wouldn't that be crossing lines?"
Captain Niu held back for a while: "Fine, then contact them quickly."
......
Near noon.
The major found the official responsible for port district intelligence gathering, and they met in the work area.
"Old Ge, how's the inquiry going?" the major asked on Captain Niu's behalf.
"Are you sure the people are connected to the dock gang?" a balding middle-aged man in his forties asked in return.
"We can confirm," Captain Niu nodded.
"Wait a moment," the balding middle-aged man took out his phone and turned to walk to the stairwell.
Captain Niu stood with his hands in his sleeves, waiting anxiously.
About ten minutes later, the balding middle-aged man returned and said softly: "Through customs people, I contacted a dock gang informant. Six Old Mo people did visit the port and had contact with Xu Hu."
Captain Niu's eyes lit up: "Where are they?"
"I'll give you a contact. Go to the port and find the customs people - they'll give you information," the balding middle-aged man wrote down a phone number with pen and paper. "When handling things, we need to grease them a bit."
Captain Niu took the paper: "What does greasing mean?"
The balding middle-aged man was stunned: "Informant fees!"
"...!" Captain Niu understood his meaning and looked speechless.
"The informants aren't from security units - they definitely need money to work," the balding middle-aged man smiled. "Never mind, I'll arrange it later. You just contact them."
Captain Niu turned to look at the major: "If we don't have enough people...?"
"I'll prepare an action team. If confirmed, we'll make arrests," the major immediately replied.
"Good!" Captain Niu nodded.
......
After discussing, around 4 PM, Captain Niu took his twelve team members and three local Security Bureau agents to Zha'nan's Tianhong Port together.
On the other side.
Yu Jinhang was still drinking with people at the garrison. He wasn't one of the direct case handlers, so he wasn't involved in the specific investigation but was doing advance cleanup work.
Around 4:30 PM.
Captain Niu led over a dozen people to Tianhong Port by car. They were dressed ordinarily and their cars were very low-key.
In the car, Captain Niu instructed the driver: "You all just wait here, I'll go meet the informant."
"Alright," the driver nodded.
Captain Niu took three men and got out of the car. After looking around the street, they came to a supermarket entrance and sat under a sun umbrella.
"Four orange juices for us," Captain Niu called out to the shop owner from his chair.
"Alright, one moment," the other party nodded in response.
......
At Dragon City Police Bureau's Criminal Detention Center.
Wang Daolin sat in the interrogation room, looking at a previously arrested dock gang lackey, and asked softly: "Want a cigarette?"
The dock gang lackey was somewhat surprised: "Our case has already entered the court trial stage - why is the police department still interrogating us?"
Wang Daolin slowly stood up, walked in front of him, and put a cigarette in his mouth: "Something to ask you about."
"What is it, sir?"
"I heard the sea cargo volume was originally six million, but why was eight million in cargo discovered in the end?" Wang Daolin lit the cigarette for him. "What happened?"
The lackey took a drag on the cigarette and chose to remain silent.
Wang Daolin slowly bent down, hands behind his back as he looked at the other party and said with a light smile: "This isn't much of a secret, right? You think I can't find out except by asking you?"
The lackey blinked without responding.
"You really want to offend me?!" Wang Daolin pointed at him and said: "You believe I can't make you eat shit every day in prison? Every single day!"
"That's not what I meant, Captain Wang!" the other party wavered. "It's just that this matter..."
Under the yellow light, Wang Daolin began talking with the dock gang suspect.
......
Around 6 PM in the evening.
Captain Niu had been waiting at the supermarket for an hour and a half, but the so-called informant still hadn't come.
"This is taking too long. Should we call the local people?" the agent beside him was getting impatient.
Captain Niu looked down at his watch and was about to reach for his phone.
Just then, a big burly man wearing sportswear walked over and pushed Captain Niu's head: "Get lost, kid, I want to sit here!"
Captain Niu looked up at him with a somewhat dumbfounded expression.
